Why does wet paint dry and turn hard?

Wet paint is mostly liquid holding tiny bits of colour, and as that liquid slowly evaporates into the air, the colour bits get left behind and pack together into a thin, solid layer. Warm air and a gentle breeze both help paint dry faster, since they help the liquid part turn into vapour and drift away more quickly. Once paint fully dries, the pigment bits are locked together so tightly that painting over the top with water usually will not wash the layer underneath away.
